For Risk Values, the design brief was:
> to identify a high proportion of account holders or applicants for business or employment who exhibit the characteristics which indicate that they would be willing to abuse the relationship with the financial institution;
> to do this without reference to:
- name
- colour
- race
- religion
- place of origin
- place of residence
- transaction history
using easy-to-collect data;
> to process that data quickly and easily;
> to provide the processing facility for the institution, without recourse to outside processing;
> to produce a Risk Value in a simple-to-understand format;
at a price that could be afforded by financial services businesses in developing countries;
> to work "out of the box" and produce results immediately
with no or minimal user training
> to take into consideration data protection disclosure risks
